This has to be done on the 2017 Tour De France race in Tour Mode. The jerseys are for the race winner (yellow), points (green), and mountain points/best climber (Polka-dot)
Pick team Sky and sub in a rider named U. Viviaa for the worse rider on the team. There are also riders who are Mountain specialist you could sub in for weaker riders just to try and sure up the jersey for mountain points (I did not wind up needing them as Frip and Viviaa won the Jerseys). Sim every race but the last, start that race up and use the fast forward feature, then take control and race the last km (the game is sometimes picky about the achievements if you just let it auto finish). I always checked before the last race to see if I had a shot at winning the jerseys, if not I just reloaded and started a new season.
As a side note, You could also save scum to ensure your riders are in a good position after each race if you wanted too I presume. I can't provide details on this as I did not use this.

I had to manually race Stage 9 – Nantua > Chambery Polka as there were a heap of points on offer in this stage. Someone from another team would always race out to an 80+ lead in the Polka-dot jersey that I couldn't rein in.
I didn't really know what I was doing but I managed to win the hill climbs with random members from my team and it all worked out.

Yep, there are a few stages that definitely contribute more to the scoring than others and after those you'll have an idea of where you stand. There were some runs though I thought surely I was out of it and on another stage I'd be right back in the mix. It's truly a bit random but save scumming could void most of it (I assume).
