This achievement is earned when any of the riders on your team wins the 2017 Circuit de Grimpeurs.You do not need to play every stage.
What I did was used Team Sky. They have K Frip on their team, who is the highest rated cyclist in the game. You can simply use quick stage to simulate the first 7 stages. I'm not sure if you can get this achievement if you sim the entire Circuit, so I played the last race just to be safe. I simulated the tour several times and K Frip was always in 1st or 2nd by the time of the last race. Just try to avoid finishing in the back of the back on the last race and you should easily get the win
