This achievement won't pop up if you use quick stage at the last stage Paris champs élysées. You should play this one.
Can be done easily, if you use editor options in main menu. Press right on main menu, go to editor. Then database #1, ratings.
Here you can edit stats of riders. Choose your team and edit some of your riders, 85 in mountain, hill, everywhere.
Go back to screen ratings - registration
Go to registration
You can now unregister with button X some strong team like jumbo visma, UAE, INEOS.
That should help you.
Don't forget you need to select database #1 just under difficulty in setting before you start race
