best place to attempt this is in build city mode after you've gotten the upgrade (making it 14 including roof) by building the blue towers (the first one available) you will need to practice alot but just take your time go slowly it doesn't need to be a combo so just wait till it swings back.
I only suggest the blue as i believe the blocks are bigger and sway less, also the crane appears to be lower. But you could try the red tower if the blue doesn't work for you (or if you haven't unlocked the blue upgrade) as i think these are fairly similar.

This achievement is much harder than it sounds. You must place at least 10 blocks on top of another perfectly. Placing blocks perfectly is much easier when first starting a level, since your building doesn’t sway. As the level goes on, you’re building will begin to sway much more, and becomes harder to place blocks perfectly. Keep practicing, and you’ll eventually unlock the achievement.
