There are 3 bureaucrats to find one in the top left side of the treasure room, one in the room that allows you to travel to the garden, and one in the room where the castle boss is (upon entering the room that looks like a chapel to some degree directly forward there will be a open window with them sitting at a desk) finding all 3 unlocks your cartographer
