How to unlock the Propelled achievement in Townscaper - Definitive Guide
For this Achievement I highly recommend going into the pause menu and enabling the "grid" option and from there you need to find a perfect circle shape in the grid and the best way to find one is to create a new world and zoom out using and look around until you find the shape.
Once you find a perfect circle in the grid you want to build a 2-block high circle with a blank space in the middle.
Then delete the bottom row of buildings and it should leave the upper-level floating with propellers if done correctly.

This will work on PC, but I don't know if xbox has the same options. Use the "Load from Clipboard" option and paste this city. Note, I COULD NOT find a map with a circle like some of the other solutions suggest so my city is a funky shape.

On Xbox? There's no option to 'load from clipboard' in the menu, just Open (load). I copied the code using the Edge browser, but the Xbox game has no way to use it.

Doing this worked perfect for me on PC, thanks! I also couldn't find a good circle, kept getting a building with stilts.

This will be easiest on a map with no other blocks. You can start a new world from the pause menu. The first thing you want to do is pause, and in the menu select "grid". This will place a grid across the map.
Next you want to hold to zoom out as far as possible. You are looking for a perfect star shape in the grid, took me about 5-10 minutes to find my first one. You will know its the right shape when you build around it will be a pretty much perfect circle.
You want to build 2 buildings high in a circle shape around the star with nothing in the middle. Then delete the bottom row of buildings.
You will know you did it right when the 2nd row is on propellers instead of stilts like normal. As far as I'm aware it NEEDS to be built around the star/circle formation.

ok i have figured out how to scroll, on PC you have to right click and drag the mouse.
that being said, im still struggling with this, i find a start shape, i build on all parts of the star, and the house is still on stilts. my star kinda likes like the picture from the other solution, but not quite. this should be easy, im sure im missing something simple here.

i built mine around grids that looked like a football field. i just kept making it one ring bigger until it did not leave stilts.

If you're having trouble finding a circle, build a tower so that your screen zooms out automatically then place blocks on the edge of the visible map - this will allow you to see much more of the map than you could slowly scrolling at the base zoom level.

My city is also "football stadium" shaped like Sideshow Bob. I couldn't find any circles, as long as you can make an outer shape with no corners it might work:

originally I had the entire 3-space middle with a hole, and my oval donut building was floating but no propellers. I added blocks to fill in two of the spaces, leaving the middle empty, it turned in to a platform, but I deleted the lower blocks and even though it's not a building the propellers appeared.

Search the grid until you find a pattern that is round. It may take some searching as the pattern isn’t very obvious or prevalent. Look for a pattern similar to the image below (highlighted in red).
First, build a circle of blocks as a base. The ideal circle will only be 12 blocks; any larger and you risk this not working. Also, it needs to be a circle, not an oval, square or rectangle. Next, place a second layer of buildings on top of the first layer. Finally, remove the entire base, leaving only the layer of buildings. If done correctly, propellers will automatically appear to hover your town above the water.
