To cure the plague you will need an Infirmary which uses herbs to cure sick citezens. For the herb you need a farm and the herb garden to be gathered.

I think this and "don't lose a single townie to the plague" are switched around in game. This popped when I finished the 1st scenario and the don't lose a townie to the plague tracker keeps increasing whenever I cure somebody
