This achievement is really buggy and it some cases it doesn't want to unlock. I was one of these unlucky guys who couldn't make it work using the guides, but I tried a few tricks and I forced it unlock. Here's how I did it.
I built a city with 500 population (not family count) and I had 100% tower coverage, but the game still didn't register that requirements for this achievement to pop were met. So to force the game to recalculate the requirements for this achievement I demolished one of the guard towers, so the guard tower coverage fell to about 80%, then I waited a minute and rebuild the tower. Coverage went up to 100% again, game checked up that population requirement is also fine and the achievement popped.
I did that on PS4 version but should work on Xbox One too.

The first time I tried this it didn't work. So I tried again but also deleted all my statues (because I'm lazy and always put them way outside the city). Then I rebuilt to 100% coverage and it popped in a couple of seconds. I'm not sure if the statues were messing it up, because even though they didn't have coverage the "Protection by town guard" was at 100%. So maybe try removing statues/decorations if they aren't covered.

The problem could be that you actually need 200 (because the 100 is about families but only the male Townies count for the achievement).
I was able to finally unlock this on the free roam map where I had previously built my huge 500 population city. (254 families). Make sure the Protection by town guard bar from the Town Guard Tab is at 100%. I didn't even need to have the guard towers under the influence of a barrack. As soon as I fast built (with crowns) my final tower the achievement popped.Hope this information helps.

As of 1/18/2021, this achievement will not unlock. It's glitched out. :/ Hopefully a future patch fixes it.
To be clear, this is glitched out even if you actually do have that kind of population. I got the 500 population achievement and had the full guard coverage, manned, armed, etc. Still nothing. Nothing I did wanted to make this achievement pop.
