This achievement appears to be glitched...? There's a main quest called "Out of the Oven" that requires you to upgrade a bakery and assign two workers. I've tried doing just what the quest says, tearing it down and doing it again, making it level 3 instead of two, etc. My husband was also playing and hit the exact same glitch with no foreseeable way forward.

Can confirm work around still working. Make a save and load it. You don't even need to back out to main menu, just load it and quest complete.

I had the same issue with it not registering the bakery upgrade as complete. Saved & reloaded the game and it then triggered as complete so maybe try that if you still get issues
