Easy. At the end of most of the Normal or Hard scenarios, choose to continue playing and almost immediately some fires will start. This was pretty consistent for me and seemed to be faster than during the scenario.
Demolish any Firewatch Posts or Towers and just wait. Obviously, the smaller your town, the faster this will be, but this shouldn't take more than a few minutes.
Easy scenarios, not all Normal/Hard and those in The Seaside Empire did not generate fires at the end so just opt to continue playing and wait a moment - if fires don't start then try again on the next one.
You can also use this tip to unlock all the other fire-based achievements.

I had 1 building on fire with another 3 smoldering. I then erased every other building (except for the castle and well)
The buildings that were smoldering all caught on fire and this popped when all 4 burnt down. Simple!
