On level 7, Trouble at the Canal your battery powered vehicle is an American fighter jet.
On this level various waves contain Russian fighters (such as the first).
Best tactic, shoot an enemy fighter once with the lock on missile (LT), then finish him off with the machine gun (RT).

Just load up the level mentioned on Casual. The machineguns will autolock if you're close. Don't use the missile, you'll get an overkill.

True, suppose that all depends in what difficulty your on, but this is fairly hard to miss if your playing the campaign.

On the level, "Trouble at the Canal" go through the obstacle course. Spawn the first wave of enemies and some Soviet Fighter's should spawn. Destroy one of them for the achievement. Tip: Try not to build Anti-Air turrets while you go for this achievement.
Note: Unobtainable on General difficulty.
