Toy Soldiers HD

At current, it appears you do not have to get General rank on all levels to unlock the German levels... Furthermore, for this achievement I only actually had to WIN one of the German levels, I just had to do what the rest wanted to get the ration ticket, then let the level fail.
The only one I had to WIN was Fort Vaux - for finishing a level using nothing but your planes. (and the sniper tower, & the Barrage ability.)
Two others I had to play most of the level out...
Hill Gote 304, that wants you to snipe 5 helicopters with the sniper tower (The come at wave 19 & 21 of 22.)
Zero Hour 7:20, that wants you to snipe 5 Captains, there is only 1 per group of soldiers (and I think groups 4 & 5 had no captain, so I hat to play 15 of 21 rounds)
