For this achievement I’d suggest waiting until you have unlocked the upgrade for the anti infantry to Level 3.
When playing on elite mode you have to control each of your turrets, so building extra doesn’t have any point unless you plan to rotate between them.
As the achievement mentions, you only have to finish, you do not need to get 100% on your toy box.
If you put an anti infantry in the first big pad closest to your toy box and upgrade it to level 3 as soon as your able, you’ll sail through the first 13 levels just using your one turret and barrages.
By the time you reach level 14 you should have a Level 3 howitzer in the back middle pad. The final boss will be a cake walk with this.
