If you are looking this achievement quickly the first event is called Time Sink and is the third event in the Public Transport Tear-Up Cup and you have to beat 01:05.00 to earn three stars.
You need to make sure you avoid the mines scattered around the track although I managed it under a minute using the London Cab despite hitting one mine, I finished anyway to keep my coins and I ended up beating the time. So as long as you avoid hitting too many mines and don't go off the track you should be able to do this without too much difficult.
There's a shortcut near the end as well where you drive towards the knife blade near the last turn which shaves off a couple of seconds and will help you even further.

In a time trial event you will need to set the fastest time over 3 laps whilst avoiding mines. There are 3 times to try and beat with the quickest worth 3 stars so once you beat that time, the trophy will unlock. The first time trial event you will come across is 'Time Sink', in 'Public Transport Tear-Up'. The target time in this event is pretty easy to beat, even if you've made a few mistakes.
