You can get this right away. Go to Garage & Mix from the main menu. Then select Garage Paintwork. Select Custom Paintworks. I went down and selected the bottom left where it shows a double zero "00". Select it again in the larger menu. The achievement will then unlock.

this achievement was buggy for me. Met the criteria, but it didn't unlock until some time later (in the middle of a race actually)

Buggy for me too. I done the above and no achievement until it eventually unlocked alongside jumping 500 metres for the first time.
