You can do this with a single controller.
Go to multiplayer then Hot Seat. Choose 2 players. (I chose track 1-1 for its shortness.) Now set a good time with the blue car. The game will end when one of the cars runs out of gas and can no longer compete. So with the red car, keep failing to beat it which will keep the red car in the 'hot seat' so it is the one challenging each time, speeding up the process of expending all its fuel.
The achievement unlocks after the blue car is declared the winner.

The match just has to be completed, looks like achievement will unlock regardless of which car wins.

I just can’t get this to unlock. I’ve tried winning with both cars multiple times and nothing. I feel like I’m following the guide perfectly, no idea how I’m going wrong.

just to clarify on what others have said. do multiplayer (only one controller needed) still say 2 players (doesnt matter, the game thinks we're going to pass the one controller to someone)

do a normal run on all the default options with the first race. do a normal run. when player 2 comes up you can literally set your controller down. time/gas will run out and achievement should pop after the next menu

I was able to do this also with one controller but a bit differently.
I chose a 2 player hot seat race and raced the first with the blue car. Then I beat that time with the red car. It was then the blue cars turn again so I just hit the start or enter on the controller and chose give up. The achievement unlocked by accident as I wasn't even going for this one at the time.
