You can get this achievement during a normal service. There is a 3 mile section of track between Patterton and Neilston where you can get up to speed without issue. Any service starting or terminating at Neilston will do.
If you just want to go for the achievement, start a Neilston to Glasgow Central service. When its time to depart the station apply full power and a few seconds after reaching 70mph the achievement should pop.
