You can unlock this with the base game and no DLC is actually needed for this.
If you're doing the timetable services, you'll get about 15/16% progress for each run of around 50 minutes as long as you're not speeding. So from scratch, you'll be looking at around 5-6 hours in total for getting this. It's quite a nice one to leave afk as the time between stations is relatively long so there isn't much interaction needed apart from stopping at stations.

WARNING **** The only issue with this is if you want to "Complete" the game including DLC, it will assume you've got the "Rush Hour Nahverkher Dresden DLC" and then you'll be stuck with an unobtainable. Same thing happens with the Horseshoe Curve DLC Update.
