You can get this achivement now with the patch from April 22 installed.

Just a heads up to anyone who is doing this on foot, when you get to 8th-13th collectibles on Gallitzin, you cannot walk through either of the tunnels because there are invisible barriers preventing you doing so. You'll instead have to walk from Horseshoe Curve to get these sadly.
