You do not need complete all 439 services, the achievement popped for me when I finished the 2017 timetable, 127 services. I used the trick of taking over the train at the last stop.

Look at the timetable and work out what time the service is due into the last station.
Spawn walking at that station just before it's due in and wait. When it arrives, jump in and take over from the driver.
Do what's required to finish off, usually just locking doors, and bingo, service complete.
Obviously you won't get full xp if you still need any levelling up though

Pro tip as I have done RT to 100% on TSW 2020 and TSW2 on Playstation. Do not install the RT loco until after you have done the base 64 services of the older time table. I believe it is the DB 182 that adds another 60+ services to this time table.
