I'm finally done with this bugfest of an achievement, it took me about 50 hours to get this due to roughly half the chapters I did not counting at all towards the achievement.
I completely ignored journey mode for the whole of the game and this was a massive mistake, I chose the scenarios through the Scenario selection rather than choosing them in Journey mode and this resulted in them not being ticked off in Journey mode and I had to redo them for this achievement.
Anyway here's a list of chapters which worked for me and the ones which did not work for me, hope it helps other people.
CHAPTERS WHICH COUNTED FOR ME (for some reason I got 20% on the first chapter being completed so I only have 9 listed here)
Spirit of Steam Chapter 1 (DLC) - this one is 2 tutorials only, very easy
Harlem Line Chapter 1, 2 and 3 (DLC) - shorter than other chapters I've seen
Schnellfahrstrecke Koln Chapter 2 and 3 - very fast line with easy services
Great Western Express Chapter 1, 2 and 3 - most services are very straightforward
CHAPTERS WHICH DID NOT COUNT FOR ME (do not do these)
Harlem Line Chapter 4 (? - this one makes no sense because Chapter 1-3 do work)
London Commuter Chapter 1
Nahverkehr Dresden Chapter 6
Cane Creek Chapter 1
London Underground Bakerloo Chapter 1
Hauptstrecke Rhein Ruhr (Intercity) Chapter 1
Main Spessart Bahn Chapter 1
This Chapter is bugged and I was unable to complete it (avoid)
Diesels of Great Western (found in Great Western Express) Chapter 1 - the last service in this chapter is bugged and the Class 08 just derails on starting the service (5X03 Coach Preparation)

Just FYI for anyone trying to get this achievement, it may be a little glitchy. I have completed 10 chapters now and my tracker is still stuck on 8. Will be trying to complete some others but it may take you a little more than the 10 to get the achievement to unlock.
Update: I have now completed 11 chapters and still stuck on 80%.
