Collecting one set of collectables (route tasks) will unlock this achievement. So all newspapers on the Bakerloo Line will count as a set.

Should work on preserved routes too (many include achievements for obtaining all the route tasks), so you may as well do it there. There should be guides with links for the collectables on Train Sim World 2020, if you can't find them on Train Sim World 2 achievement pages.
