Very easy to do, its just takes a while to get up to speed.
From the main menu select
Northern Trans-Pennine >> Timetable >> Class 47/4 BLU >> Leeds - Manchester Victoria - Express
Then once in the drivers seat give it full throttle and leave it for about 10 minutes or so. The route goes uphill first for a while, but once you pass through the long tunnel, it's all downhill and I got to nearly 85 mph.
Also you don't need to worry about getting passengers, just go once you are ready.

Helps to go behind the locomotive and uncouple it from the carriages. You'll build up speed much quicker.

You can reach 75 mph in this very fast. You need to move Driver's Break to release/overcharge for a few second and then move it to running. Then throttle down and throttle back up. I was going 90 in this thing in less than a minute with the carriages uncoupled.
