On mine it was Reading to London. I had to go 3.6km passed the station before it unlocked.

My game doesn't have services, so what I did was
Great Western Express -> Journeys -> Great Western Express Journeys -> Chapter 1 -> 1K64 London Paddington to Bedwyn
It took maybe 5 minutes to reach 90 with the throttle all the way
