I had to get to level 21 for this to pop. To level up just keep doing scenarios and services. The more passenger stops you do, the more xp you get.

If you are grinding the mileage achievements on this DLC pack's railway like the Class 47, 45, 101, 08 or 40 (for a combined 2401 miles) then this will reduce your grind.
Even if you are doing a save loop, you will still earn a small amount of AP towards this. For this reason, I'd not purposely grind this unless it is the last achievement you need in the Trans Pennine DLC achievements.
