This one ISN'T a surprise as it's also broken in TSW 2 and has been since this DLC launched!
EDIT: 9/01/23
This achievement has been patched and is obtainable in both TSW2 (patched at the start of January 23) and TSW3 patched on the edit date.
Simple enough, climb in the 187, set the loco up and start moving. drive through a few go via points and stop where indicated.

This was just patched 1/3/23 on TSW2. Looking potentially hopeful this is addressed soon!
