How to unlock the CL31: Cemented Skillset achievement in Train Sim World 3 - Definitive Guide

Achievement does not work because the progress bar does not increase on Xbox Series X (haven't tested on Xbox One.) Let me know if it's a problem on Xbox One too.

According to the Xbox achievement tracker 0.01% of gamers unlocked it. I wonder how.

0.01% is there sometimes even if the achievement hasn't been unlocked by any players.
