This is Bugged and currently can’t be unlocked on a Train Sim World 2 imported profile, you will need to setup a new profile on Train Sim World 3.
The bug is on the Aggregate Industries Scenario. At the refuelling station it fails to acknowledge when the refuelling is completed and so you can’t complete the rest of the scenario.
I have tried several times and on the new Train Sim World 3 profile it allows you to complete the refuelling and so completely the scenario. I have switched back to my imported profile and the refuelling bug still occurs, so it would seem to only happen on imported profiles.

This happened because the scenario loaded an East Coastway class 66 which might have caused the refuelling bug. I had to keep restarting till it loaded a DB Shenker 66 which is native to GWE and then the refuelling worked.
