Like Tees Valley Line this seemed to unlock without finishing all scenarios. It unlocked after finishing "The Shower Express" for me. I only completed the scenario above it beforehand.

Confirmed just Shower Express Scenario is required for this, they coded the wrong achievement from TSW2 into this one. There was an achievement in TSW2 for beating just the Shower Express scenario.
