How to unlock the MP36PH: Bringing the Baby Back achievement in Train Sim World 3 - Definitive Guide
On the way to Redwood City ("go via" instruction), you may encounter a red signal on Xbox One. You must prepare to slow down for this signal and creep up to it slowly to avoid failing the tutorial. Once you are close enough, the emergency stop instruction should trigger and the signal should change. You should then be able to continue the rest of the tutorial without any issues.
If you are back in the main menu and the achievement hasn't unlocked, try looking at the achievements area in the game club (this can sometimes unlock stuck achievements). You should attempt this on a new profile if you have already completed the tutorial on an imported Train Sim World 2 profile.

I might be overlooking something but I couldn't seem to find the achievements area in the game club, I couldn't even find an area in the main menu called the game club. Is this still on TSW3 now? I have a few stuck achievements involving all scenarios on some DLCs, that's why I ask

By game club, I mean the area where you select the game and view its achievements within the Xbox club (or game hub as it was called before). If on PC, you probably need to check the Xbox app. This syncs any stuck achievement(s), but only if the game has pushed an achievement to unlock (the Xbox network hasn't processed it).
If you are using an imported TSW2 profile and that has registered the achievement as unlocked (from TSW2), it doesn't unlock again in TSW3 (this behaviour is fixed in TSW4). So I recommend using a new profile when doing those scenario and tutorial achievements. Only use imported profiles for distances, services completed etc...anything with a cumulative flag or something you never unlocked in TSW2.
