Workaround is to finish the affected scenario on a new profile in TSW2. Then import that profile into TSW3 and finish the remaining scenarios. Xbox versions only, the profile name in TSW2 must not share the name of an existing TSW3 profile.

Edit: The scenario has been fixed with the November 27th updates of TSW3 add-ons (hopefully).

I can confirm that the 'cold as ice' scenario is now fixed. It's a slow and tedious journey, with lots of waiting at red lights, but you do get to the end eventually.
