When you begin your Adventure keep playing everything till you level up to Level 2. Mine came quicker after syncing my TSW 2 save.

I’ve been lvl 2 for over a week and this hasn’t popped.

The description for this achievement isn't correct.
With a new TSW profile, you actually need to go up two driver levels. Reaching level 2 increases the achievement tracker to 50%. Reaching driver level 3 unlocks the achievement.
With an imported profile, you only need to reach the next driver level (ie. level up once, assuming the imported profile was at least level 2 to begin with).
