You can do these 2 ways. Actually complete 20 services OR do the cheesy way.
I used the train HSP46 MBTA and Service , South Station to Southampton Street Yard. This is a 5 minute service.
With this, is you speed a little bit, once you hit the final objective, it will tell you to wait till 12:33:00 - I made a save at 12:32:57 , this way less waiting around to quickly get this achievement unlocked.
Unlike previous TSW DLC Service-related achievements, it does look like you have to do 20 services - my tracker went up 5% everytime.
