Like TSW4, you choose a 5 minute service and it counts towards this achievement.
To make it easier, just before stopping at a platform, make a save.
Once you have completed it first. Reload the save and you'll get progression.
I had the tracker increase in 5%, 10% and 15%! So 20 services definitely aren't needed

If the tracker increased 5% at the time, that would mean that 20 services are needed, no? 20*5% = 100%. Unless I'm misunderstanding 
Edit: reading this again, I think you mean that you don't need 20 full services, but you'd still have to end the (same) service 20 times.

They all counted as 10% each for me so it only took 10 services to get the achievement.
