I completed the following scenario -
The EMK: The Collector achievement in Train Sim World 5 worth 39 pointsComplete the Carriage Collector scenario
Once I was near the end, in this particular scenario, you have to open up the cab doors - I made a save prior to this.
Once I did the save, I change the difficulty to Expert, finished opening the doors and the achievement popped!
So with any scenario. Make a save just beforehand, then reload and change difficulty and achievement will unlock.

If you have the Spirit of Steam DLC installed then you can complete the "Moving round the Mersey" scenario to completely cheese this and the Beginner and Standard achievements. It can be completed in 30 seconds as all you need to do is walk to the checkpoint highlighted.
