You start with $100,000 and the objective is trivial. Press
to call a train. Select the train and dispatch it. Keep doing this until 10 trains have crashed. You don't need to worry about repairing damaged track while doing this.
Once you have your 10, keep following the one screen prompts to complete the level. The achievement will pop upon completion.

Like many achievements like this, this is most easily done on the first level; simply call in early trains, and then keep sending them off to blow up until you've blown up 10 of them. Given your vast reserve of money on this map, it is easy to complete this map without completing a single successful route.
