Sticky Webs are the new mechanic introduced in wave 12, they are dropped by spider looking cells as they travel across the screen. Killing the spider cells will reduce the webs dropped but I never had to focus on that.
The key is to work fast at filling the DNA bar, the longer you spend in the level the more webs will show up. They do go away over time so you aren't totally stuck with them if you are having trouble.
I completed this on my first play through on Hard/Hard after a bunch of deaths and repeated attempts, keep at it and good luck!
