Complete all missions in the 1st Chapter of the Decepticon story to get this to unlock.
The key thing throughout all of the missions on this level, and the sub-missions is to keep the aircraft under control with your RB attack when you are on the ground, if you don't do this it becomes a real pain.
Most of the missions are straight forward, on most I prefered to steadily tap RB and RT (not hold) to inflict consistent heavy damage, and during the final mission when you need to shoot down 20 aircraft, don't forget you can use A to turbo and keep up with the faster moving planes.
