To unlock all the stickers, you must get an "A" rating or higher on each main mission. There are 29 in total for 27 missions (The game gives you a couple extra early on I believe). The sticker album is at the bottom of the hub screen. Press 
to open a new package. Which one you get is entirely random, and not important.

It's possible you may get an extra sticker for getting an A+ either in the 6 military cd training or something else. I noticed that on a track I had an A for and definitely opened the pack, I got an A+ on that same track and when I got back into the menu room I had another sticker pack to open.

Never mind. I just realized I have one more because the blood dragon sticker is technically two 1/2 stickers.

The sticker album can be located in the hub. There’s a total of 29 stickers (one is split into two halves) you must collect which can be gained by getting an ‘A’ grade or higher through all the levels. 2 Stickers are handed to you for free at the start of the game.
Refer to the "Mark VI" achievement for more information.
