The wording for this achievement is slightly confusing, and honestly makes it sound like cannibalism is required.
Its not. But it helps.
With a level 6 shaman, you can press
, or up on the D-pad, to spawn 5 tribesman for 25 food.
You need to do this 6 times in a level. In all honesty I don't believe all 30 need to survive at the same time, as I had a few die on my 5th "tribeman bringing" and my cheevo popped on the 6th "cast".
This is easily doable by hording food and cannibalizing tribesman on the first level, starting the second level with a lot of food, and simply creating new tribesman as you progress. The low starting tribe count will mean very little food is used as you wait to "cast" the ability.
You do not need to finish a level for this to pop, it will pop mid-level.
