This can only be unlocked in Facts And Friends Mode, available from the main menu. The Wedge HQs are the six tiles on the outside of the board representing each trivia category with an arrow on them. All you have to do is land on one and answer a question correctly to win a wedge and unlock the achievement. As a side note, you can also unlock this on the big blue tile in the center of the playing field with the Trivial Pursuit logo on it by answering a single question there correctly as well.

Answer a Wedge HQ question correctly in a Facts & Friends game. If you don't know the answer, press the 
button to pause the game, giving you ample time to look it up. I highly recommend downloading the Trivial Pursuit Movie Pack, which is available free from Playstation Store, and consulting SirkSirk's Movie Pack Questions & Answers thread.
NOTE: If you're unable to find the answer, feel free to guess; quitting to the XMB before the game auto-saves will allow you to try again.
