The Seven-Star Hotel unlocks in 1979 and costs $30,000, build it at your leisure and wait for the Aerodrome to unlock in 1983. Once you finish construction of the Aerodrome, at a cost of $24,000, you should unlock the achievement.
The Seven-Star Hotel replaces the High-Rise Hotel and the Aerodrome replaces the Airport. You CAN have either or both of these older structures built before they have been replaced and will not have to destroy them to build their upgrades.
