How to unlock the Better Than Tenements achievement in Tropico 4 - Definitive Guide
The Ziggurat is unlocked in 1994, you must play until then to unlock it under Housing structures.
The fastest way to fill it with residents is to significantly raise the rent of all other types of housing and set the rent of the Ziggurat to $1. Building a fire station set to "cat-in-tree" and garages and/or terminal buildings near the Ziggurat will also help to fill it quicker.
Note: The Ziggurat costs $100,000, upkeep is $150/month and it requires 100MW of electricity.

this is my first Achievement guide an i am not so good in English :D
So I unlocked this achievement in Modern Times Campagne Mission 9. The last objective of this mission is to build an Babel Tower. After this is done you win the mission. So continue playing the mission an than build the "Ziggurat" "Large building that can have 50 families at ones.
After that use the edict of "Chinese Development help" so whit the next Boat there will be 100 Workers.
So your Babel Tower is full and the Ziggurat also ->60GS :D

No messing around with this achievement. Towards the end of a mission when you're building up plenty of money, buy this building (For me it was $120,000, but may vary in cost depending on your Presidente's setup)
Now just set the Immigration Office to 'Open Doors' to allow millions of tramps to flood in to your Island. You should see loads of shacks popping up.
Now issue the 'Free Housing' Edict and the achievement will pop within a few minutes as those scroungers flock to fill up your new plush building!!

I got this in sanbox. By the time I had the option to build it,I had a population of 400+ but I also had 30 shacks. Just build the Ziggurat at the end of one of your campaigns in a heavy populated area, and change the rent to 0. You have so much damn money at this point in the game it will not matter. It may take a year or two but it will fill up, if not build some new buildings around it.

Tip: Set the rent of the Ziggurat to $1 and raise the rent of all other types of housing. By a lot. You will then be able to fill the building more quickly.
