How to unlock the Capo Di Tutti Capi achievement in Tropico 4 - Definitive Guide
This achievement, renovating your palace, requires four steps to satisfy, but may easily be achieved during the Modern Times 12 new campaign missions.
1) You'll first get notice of the possibility of renovating your palace as you come close to 200 in population -- the first step is to reach 250 population. Once satisfied, you'll receive the next step:
2) Reach at least $20,000 in your Swiss Bank Account for the current mission -- easily reached with the Building Permit edict, or even with several mission quests that reward your Swiss Bank Account. Once accomplished, the next step becomes available:
3) Reach 60 in population happiness. With the new buildings available in this DLC, this is even easier than it used to be (the new Telecom HQ on 'customer satisfaction' work mode can just about single-handedly push the population up 8-10 points, depending on your starting point). Once accomplished, you'll receive the next step:
4) Pay $20,000 from the Treasury for your 'Presidency.' Again, quite easy with the new buildings available in this DLC. Once that $20,000 is payed, your palace will go through an automated quick-upgrade, resulting in:
Achievement Unlocked.
Note: If you're a careful, methodical player of this game, building a balanced island over the course of each mission, you will more than likely already meet the requirements of steps 2 & 3 by the time you reach a population of 250, and will easily be able to afford the $20,000 payment in step 4, So if you're coming close to the completion of the mission you're on, and haven't finished step 1 (but, are close), don't worry, you may well be able to bounce through the next three steps in a matter of seconds, once you reach that 250 population.

Achievement requires four steps to satisfy.
1. Reach 250 population.
2. Reach at least $20,000 in your Swiss Bank Account.
3. Reach 60 in population happiness.
4. Pay $20,000 from the Treasury for your 'Presidency.'
Tip: You won’t necessarily reach the requirements for each step in order, but wait for steps 1 - 3 to be complete before actioning step 4.
Once you complete Step 4, your palace will automatically quick-upgrade.
