This is simply awarded for winning Modern Times Campaign level 1. Unmissable achievement.
There are 12 levels to complete. In this mission you are given objectives that when you complete reset the 'panic meter'.
Essentially, if you do not complete the objectives in time, you are hit with a social disaster (nothing serious- i missed the date twice and was hit by 2 buildings on fire and 6 extra criminals).
Build a gold mine early on and build your island/economy essentially as you would any other. Investing in cattle ranches also pays off early as the export price is increased a number of times.

Yep- I held out on a few. Be aware that the last objective takes a while (arresting 17 criminals). You will need at least 2 prisons if you want to arrest them all. Each prison only has 8 spaces. I failed to arrest them all in time before the panic meter hit 100.
I was hit with an extra 6 criminals- which is not huge by any means, but be aware that you need to arrest them quickly. Perhaps have at least 3 police stations and even have your army kill a few.

Note, it can sometimes pay to hold off completing the requirements of resetting your Panic Meter, so that you have a little extra time to develop your economy, which will put you in a better position to meet the next resetting requirement, on time.
