This can be done in the first mission even after you've completed it. I recommend you get your rum and cigar industry/factories up and running as they provide enough income to accomplish your goals.
Simply choose to continue on completing any faction mission given, until the achievement pops. These are handed out from various buildings that you will build to maintain happiness. Example of this would be a church.
