You get this achievement for importing food. If you don't mess with the default settings in the very first campaign mission, you should get this after playing long enough (it only took 20 years in my game).
To make sure you're importing food you could always build fewer farms, wharves and ranches than are necessary to feed your people.
Also, in the almanac (RT + Y) you can select which foods you want to import. By default Corn is always being imported from the US. To modify what you import, go to the Trade tab, and select "Trade Overview: Agriculture & Livestock". A green upwards arrow means you allow Tropicans to import this food.

Purchase some marketplaces and allow them to import food. If you don't build any ranches, fishermen's wharves or corn farms, it'll unlock even faster.
