Fairly easy to earn just start up a sandbox game and set god mode to enabled. (This does not allow you to earn other achievements so don't bother to attempt to get them). God mode also turns off disasters rebel attacks and pretty much anything to end the game pre-maturely as well as starts you off with 500k in the treasurey. To get this done as soon as possible change the term in office to 10 years and keep the game on x3 speed.

This is actually a very easy achievement to get. Under the Play menu select Sandbox as the game type. The last screen before you enter the game is Game Settings. On that screen set God Mode (near the bottom right) to on. To make the game go quickly move the Game Length slider all the way to the left so you only rule for 10 years. When the 10 years are up hit Win to finish the game.

From the title screen, select 'Sandbox'. In the game settings, activate god mode, set the game length to minimum so you can finish this quickly. You don't actually have to do something in god mode, so you may just wait and confirm any spam messages from your people.
