How to unlock the Head for High Ground achievement in Tropico 4 - Definitive Guide
This achievement is actually quite easy to get, you will need a little bit of cash and some electricity though.
You need to build a weather station (Approx. $8,000), once built select the station and at the bottom you will see three upgrades available to you, the middle one being a Tsunami early warning system ($10,000 and 5MW of power required.) There is also a tornado warning system if you are going for the Tornado Valley achievement too.
Once this is built you will just need a Tsunami to hit in order to get the achievement. You have two options here; first is to aim to build this set up on each campaign mission as you play through, you will get one hit eventually. Alternatively you can use sandbox game mode and set the number of events to the highest possible if you want to speed up your chances. (Don't use GOD mode, I have heard this will stop any achievements unlocking.)

EDIT: It seems that the modern times DLC may be causing issues with this achievement unlocking. Our member Loddos was able to get around this by unlocking it during the original campaign;

"I have the Modern Times DLC. In sandbox mode i build the upgraded weather station and within 50 years i got "Old Faithful", "Tornado Valley" and
"Curse of the Llama". I also had a Drought and a Tsunami but the achievements "Modern Agriculture" or "Head for High Ground" did not pop.
I got "Head for High Ground" during 4the mission in the campaign (not Modern Times)."

Can you test something for me ziplobthud? Try seeing what happens if you have absolutely no shacks on your island and let me know the results. I don't believe this is required but just in case.

You don't need a fully upgraded weather station. Just the upgrade that detects Tsunamis. This requires electricity to purchase. It will prevent deaths during randomly occurring tsunamis. Then just wait for a tsunami.
