This can be done in the first mission even after you've completed it. I recommend you get your rum and cigar industry/factories up and running as they provide enough income to accomplish your goals.
Simply build 4 garages (I recommend you build them with city planning in mind if you're going to be going for other achievements in the first mission) and keep building road. If you concentrate on other achievements and the building of the structures require for those achievements you this should come naturally.
